    How the Nordic Monopolies Operate

    Shared principles — three distinct procurement systems.

    Systembolaget, Vinmonopolet, and Alko are state-owned but commercially agile retailers. They follow strict procurement rules, sustainability commitments, and transparency requirements — yet each runs its own independent tender structure.

    For producers and importers, the most important differences appear in a few areas:

    Tender timing

    Each monopoly follows its own release rhythm. Opportunities rarely appear at the same time across the three markets.

    Price and volume expectations

    Differences in taxes, margins, and category positioning mean a product may fall into different price tiers or volume estimates depending on the country.

    Compliance and documentation

    Packaging rules, claims, certifications, and sustainability requirements vary, meaning each market requires tailored preparation.

    The result is a system that is structured and predictable — but not uniform.

    The Tender Request Process

    A Predictable Rhythm — Usually Visible Only to Insiders

    Knowing when and how opportunities appear helps producers move from reacting to planning.

    Category Planning

    Each monopoly begins by analysing consumer trends, price segments, and sustainability goals. Based on these insights, they define the product types they need — for example, "Organic Portuguese Red, mid-price" — and share these plans across various channels as upcoming Launch Plans.

    Tender Request Release

    Based on the Launch Plans, the monopolies release detailed tender requests to their licensed importers or wholesalers. The final tender requests may or may not diverge from the initial launch plans. Each request includes specific attributes and requirements – for example:

    • Desired style, grape, and region
    • Alcohol level and packaging format
    • Target price and retail segment
    • Volume forecast and launch date
    • Documentation and sample deadlines

    Offer Preparation

    Importers, in collaboration with the Producers, craft detailed offers that meet requirements of the tender request. Each submission shall include all the essentials: technical specifications, certifications, label information, and precise pricing details that align with the monopoly's expectations.

    Typically, each producer may submit one beverage per tender request item, while an importer can represent and submit on behalf of several producers.

    Samples

    Tender offers are accompanied by product samples, allowing the monopolies to conduct blind tastings as part of their evaluation. Only offers that meet all formal requirements move forward to this tasting phase, which typically takes place some time after the offer has been submitted and approved for sampling.

    For certain tenders with shorter timelines, however, the monopoly may require samples to be submitted together with the offer.

    Submission & Deadline Control

    Each tender follows a strict submission schedule. Missing the deadline automatically disqualifies the offer, leaving no room for late entries.

    It is important that both Producer and Importer approve the offer before the Importer ultimately submits to the requesting monopoly - once sent, adjustments are essentially closed.

    Evaluation & Scoring

    Monopolies evaluate tenders through blind tastings, compliance checks, and price comparisons before ultimately electing a winner for each listing.

    Listing & Launch

    Winning offers are officially added to the monopoly's assortment — a milestone that marks the beginning of a long-term commercial relationship between Importer and Producer.

    From this point and during the entire listing period, the importer manages logistics, invoicing, and ongoing deliveries to the monopoly's central warehouses. The product gains national visibility through the monopoly's retail and online channels.

    A total delivery volume and listing period is always stated in the tender request, however, sales beyond is possible.
